FUNDING/OPPORTUNITIES FOR ORGANIZATIONS
NEA AWARDS 154 GRANTS IN CHALLENGE AMERICA COMMUNITY ARTS
DEVELOPMENT
WASHINGTON, DC - Today the National Endowment for the Arts (NEA)
announced the awarding of 154 grants totaling $1,415,000 through the
agency's Challenge America Community Arts Development program.
Organizations in 47 states and the District of Columbia received awards
for projects which enhance and integrate the arts more fully into their
communities. Each project also represents a partnership between a
nonprofit arts organization and other community organizations including
schools, convention and visitors bureaus, economic development agencies,
and libraries.
"These Challenge America grants support communities nationwide in
their efforts to cultivate and celebrate their artistic heritage and to
provide greater access to the arts for residents and visitors alike,"
said Eileen B. Mason, Senior Deputy Chairman of the Arts Endowment.
Challenge America Community Arts Development supports projects
focusing on the development of:
_Cultural tourism and cultural districts, assisting local economic
development and cultural publicity efforts;
_Civic design such as the design of public spaces and the
renovation of historic structures;
_Community cultural plans resulting in policies and strategies
that reflect community needs.
The Arts Endowment reports that they received 256 applications for this
category of which 132 were first-time NEA applicants, "attesting to both
the popularity of the program and its role as a gateway for new
applicants to the NEA," they note.
A few of the funded programs are listed below:
_Charlotte, VT
TAIKO AIKOKAI NEW ENGLAND
$10,000 to support Drums and Dragons, a collaborative community
celebration showcasing Asian arts and culture.
The event will serve as a marquee event and will be featured in
cultural tourism programming for the Lake Champlain Chamber
of Commerce, Burlington Convention Center, and the Vermont state tourism
magazine, VERMONT LIFE. First Night Burlington is the primary partner in
planning and implementing this project along with other cultural
organizations and community groups.
_Littleton, NH
ARTS ALLIANCE OF NORTHERN NEW HAMPSHIRE
$10,000 to support the development of a cultural plan for the
region, an isolated rural area hit hard by recent mill closings. Work
will include an assessment of cultural resources and needs, focusing on
arts programming, education, cultural tourism, and venues, and
recommendations for action. Partnering organizations include North County
Council, North County Education Foundation, Northern Forest Center,
Northern New Hampshire Foundation, and the University of New Hampshire.
_Fitchburg, MA
FITCHBURG STATE COLLEGE
$10,000 to support the development of architectural plans for the
redevelopment of an historic structure for use as a multipurpose
center for the arts. When renovated, the building, a former YMCA and bank
building, will house a state-of-the-art black box theater to
provide flexibility to stage plays, music and dance concerts and provide
rehearsal space, classrooms, office and box office spaces, costume
shop, prop storage space, and a gallery. Partnering organizations
include Fitchburg Economic Development Authority, Fitchburg Public
Schools, City of Fitchburg Planning Office, and North Central
Massachusetts Chamber of Commerce.
_Hartford, CT
REAL ART WAYS
$10,000 to support the creation of public art through an
artist-led process involving Parkville neighborhood residents. Real Art
Ways will engage artist Harrell Fletcher who has worked in a variety of
media including sculpture, painting, and video production. Partnering
organizations include the University of Hartford's Art School,
Parkville Senior Center, Parkville Revitalization Association, and
Parkville Business Association.
_Milton, DE
MILTON DEVELOPMENT CORPORATION
$10,000 to support architectural and engineering design services
for renovation of an historic movie theater. The theater will house a
multidisciplinary arts center and provide a venue for films and
arts education activities. Partnering organizations include the Chamber
of Commerce of Milton, Town of Milton, Milton Family Practice,
Southern Delaware Tourism, and Sussex County Council.
_Mattituck, NY
ALLIANCE OF NEW YORK STATE ARTS COUNCILS
$10,000 to support the research and assessment associated with the
creation of statewide cultural districts/zones which tap into job
development and small business entrepreneurial programs for arts
organizations throughout the state. ArtsAction for New York will
be a partner in this project.
_New York, NY
AUDUBON PARTNERSHIP FOR ECONOMIC DEVELOPMENT LDC
$5,000 to support a cultural assessment for the Washington Heights
and Inwood communities, focusing on the needs and resources of the
Latino community. The goal of the project is to assess the community's
cultural assets and resources, engaging local stakeholders, businesses
and local leaders to examine barriers to participation by minority
groups. Partnering organizations include the Association of Hispanic
Arts, Pregones Theater, and Alta Classica.
_Bronx, NY
BRONX COUNCIL ON THE ARTS
$10,000 to support art-themed, guided trolley tours that visit
South Bronx institutions including the Hostos Center for the Arts &
Culture, Pregones Theatre, Bronx Museum of the Arts, Lehman College Art
Gallery, and the Bronx River Art Center. Events scheduled at each
institution will emphasize the cultural heritage and ethnic diversity of
the South Bronx and the vibrant arts hub and arts incubator flourishing
there. Partnering organizations include the Bronx Tourism Council and the
New York City Department of Parks and Recreation.
_Millville, NJ
MILLVILLE DEVELOPMENT CORPORATION
$10,000 to support promotion of Pioneer Artists. With the
establishment of the Glasstown Arts District in 2000, a pioneer program
to encourage artists to live and work in the downtown arts district was
designed. In conjunction with the general marketing of cultural tourism
in the arts district, special attention will be focused on the pioneer
artists.Partnering organizations include the Riverfront Renaissance
Center for the Arts, Glasstown Nine Artists, Cumberland County Cultural &
Heritage Commission, and the New Jersey State Council.
_Washington, DC
AFRICAN CONTINUUM THEATRE COALITION
$10,000 to support the design development for a theater within the
Atlas Performing Arts Center (APAC). APAC is the focal point of
revitalization efforts along the H Street corridor in the Northeast
quadrant of the District. APAC will provide two theaters, rehearsal
space, shops and office space. Partnering organizations include the Atlas
Performing Arts Center and Sprenger Lang Foundation.
_Riverdale, MD
MARYLAND-NATIONAL CAPITAL PARK AND PLANNING COMMISSION
$10,000 to support the Mount Rainier Artists Housing Project that
will provide affordable live/work space for artists and space for
community activities within this predominantly African American suburb of
Washington, D.C. This project is a component of a larger
initiative, the Gateway Arts District, whose goal is to revitalize a
two-mile stretch of the Lower US Route 1 through an infusion of artists
and arts facilities. Partnering organizations include Artspace Projects
and the Gateway Community Development Corporation.
_Harrisburg, PA
DANZANTE
$10,000 to support the creation of a mural as part of the proposed
redevelopment of the South Allison Hill section of Harrisburg.
Muralist Cesar Viveros will work with inner-city youth to design and
paint the gateway mural along the Mulberry Street Bridge leading onto the
planned arts avenue. Project partners include Community Action
Commission, South Allison Hill Ministerium, and South Allison Hill
Homeowner/Concerned Resident Association.
_Matewan, WV
MATEWAN DEVELOPMENT CENTER
$10,000 to support production of a film documenting events in
Matawan that were a turning point in U.S. labor history. Copies of the
film will be sold to meet the already established demand from tourists
visiting the area. Proceeds from sales will be used to support other arts
activities developed for the area's tourism industry, including
theatrical productions, music and dance performances and dramatized site
tours. Tug Valley Arts Council will serve as a partner in the project.

_Elkhorn City, KY
ELKHORN CITY AREA HERITAGE COUNCIL
$5,000 to support a cultural needs assessment focused on musicians
living nd working in Pike County where bluegrass, country, southern
rock, gospel, and folk music are prevalent. The assessment will assist
the Elkhorn City Area Heritage Council with its mission of preserving
the county's musical culture by building stronger support systems for
musicians and musical performance. Partnering organizations
include Appalachian Rural Cultural Heritage Education Initiative,
University of Kentucky Appalachian Center, and Stone Heritage.
_Watertown, TN
HISTORIC WATERTOWN
$10,000 to support the eighth annual Watertown Jazz Festival.
Artists being presented in the festival include Ernest Vantrease, Connye
Florance, Don Aliquo, Moe Denham, Annie Selick, Jerry Vinett, the
Dixeland Jazz Band, Earl Vantrease and the Jazz Five, and The
Establishment Big Band. The two-day festival draws an audience of
over 5,000. Project partners include the City of Watertown, Watertown
and East Wilson County Chamber of Commerce, and Tennessee Central Railway
Museum.
_Greenville, SC
METROPOLITAN ARTS COUNCIL
$10,000 to support the development of a cultural plan for the
Greater Greenville area that emphasizes audience building for events and
programs. Partners in this planning process will be Greater
Greenville Chamber of Commerce, City of Greenville, Greenville County
Planning Commission, and the School District of Greenville County.
_Lexington, MS
LEXINGTON REVITALIZATION ASSOCIATION
$10,000 to support a design plan for the development and
renovation of the historically significant T & T Building for use as a
community arts center. There is currently no public space available in
this rural county for art education or cultural events. When renovated,
this former theater and dry goods store will provide that public space.
Partnering organizations include the Mississippi Arts Commission and
Friends of the Lexington Public Library.
_Arkansas City, KS
COWLEY COUNTY COMMUNITY COLLEGE ENDOWMENT ASSOCIATION
$10,000 to support a residency to encourage new music
compositions. Composers Philip Aaberg, Eugene Frieson, Glen Velez, Howard
Levy, and Darol Anger will create two new inter-related compositions that
celebrate the natural prairie ecosystem and contrast the challenges and
benefits of rural industrialization. Partnering organizations include the
Arkansas City Arts Council, Winfield Arts and Humanities Council,
Southwestern College, and Arkansas City and Winfield Chambers of Commerce
_Lansing, MI
MICHIGAN COUNCIL FOR THE HUMANITIES
$10,000 to support a series of live cultural heritage programs
focused on Michigan's northwoods and Great Lakes presented at venues
within state and national parks and national forest recreation areas.
Partnering organizations include the Michigan Council for the Arts and
Cultural Affairs, Michigan Department of Natural Resources/Parks and
Recreation Bureau, and numerous national forests and parks.
_Red Wing, MN
ANDERSON CENTER FOR INTERDISCIPLINARY STUDIES
$5,000 to support a series of arts presentations, including the
Celebration of Minnesota Children's Book Authors and Illustrators
and Open Studio Art Shows. Combined the events present the work of 150
visual and literary artists, many nationally known, to audiences of over
3,000. Project partners will promote events to the broadest possible
public to attract new audiences. Partnering organizations include
Birchbark Books, Red Balloon Book Store, Red Wing Public Library, Sheldon
Theatre, and the Red Wing Visitors and Convention Bureau.
_Bismarck, ND
NORTH DAKOTA COMMUNITY FOUNDATION
$5,000 to support the compilation of information about arts
activities and events within the state as an initial step in the creation
of a cultural plan, including a comprehensive cultural tourism effort.
Partnering organizations include the North Dakota Arts
Alliance/Alliance for Arts Education and the North Dakota Council on the
Arts.
_Aberdeen, SD
CITY OF ABERDEEN
$10,000 to support planning and design for the adaptive reuse of a
high school as an arts and recreation center. The design will feature
outdoor arts spaces, including performance space and a sculpture garden
incorporated into the green space surrounding the facility.
Project partners include Aberdeen Parks, Recreation and Forestry
Department, Aberdeen Area Arts Council, Aberdeen Community Theatre,
Aberdeen Community Concert Association, and Dacotah Prairie Museum.
_Kalispell, MT
CONRAD MANSION DIRECTORS
$10,000 to support Discovery Pass, a program to promote cultural
organizations and the state parks of northwest Montana. The pass
will be packaged to encourage families and tourist to discover the
cultural and natural treasures of the area. Partnering organizations
include Hockaday Museum of Art, Central School Museum, Montana State
Fish, Wildlife, and Parks Division, and Kalispell Chamber of Commerce.
_Santa Fe, NM
CORNERSTONES COMMUNITY PARTNERSHIPS
$10,000 to support creation of a cultural plan for the Pueblo of
Acoma's Cultural Center. The Cultural Center will perform dual tasks: to
educate the 500,000 people who visit the pueblo each year to see the
historic San Esteban del Rey mission church and learn more about Acoma's
heritage; and to be a distribution point to the people of Acoma of a
wider variety of information. Partnering organizations include the
Offices of Pueblo of Acoma's Cultural Center, Historic Preservation
Office, and Education Office.
_Delta, CO
CITY OF DELTA
$10,000 to support the Council Tree Pow Wow &Cultural Festival, an
American Indian cultural festival. Increased marketing efforts
will help develop new audiences for this event. Partnering organizations
include the Northern Ute Tribe, Ute Mountain Ute Tribe, and Southern Ute
Tribe. The City of Delta is in western Colorado, five hours from the
nearest metropolitan area.
_Farmington, UT
DAVIS COUNTY COUNCIL OF GOVERNMENTS
$10,000 to support a cultural facilities planning process that
will also address ADA compliance for new and existing facilities, and
promotion strategies for area arts organizations. A recent countywide
assessment identified proposals for construction and renovation of
facilities totaling between $25 million and $30 million, which is beyond
the capacity of the county. A plan is needed to satisfy facilities
needs without depleting resources. Community partners are Davis County,
Davis County Arts and Humanities Council, and Bountiful Performing Arts
Center.
_Texarkana, TX
TEXARKANA REGIONAL ARTS & HUMANITIES COUNCIL
$10,000 to support Jump, Jive, and JamFest, a four-day festival
held downtown in the cultural and historic heart of Texarkana. The
festival attracts participants from Texas, Arkansas, Louisiana, and
Oklahoma. Organizations partnering in this project are Texarkana Chamber
of Commerce, Business Organization for a New Downtown, City of
Texarkana, Texarkana Independent School District, and fest-EYE-ful.
_Austin, TX
PROGRESSIVE ARTS COLLECTIVE
$5,000 to support the development of a community cultural plan for
East Austin, including a survey of regional African American art and
artists. Austin Circle of Theaters, Austin History Center, African
American Arts Technical Resource Center, Coalition of Black Visual
Artists and other organizations will partner to develop the plan.
_Stateline, NV
LAKE TAHOE ARTS COUNCIL
$5,000 to support the development of a cultural survey for the
Lake Tahoe Basin area. The result of the survey will be a directory
listing arts, cultural and educational organizations and individual
artists working in all media with contact information and program
descriptions. The directory will be available in printed and electronic
forms. Partnering organizations include Sierra Nevada College and the
North Lake Tahoe Historical Society.
_Anchorage Alaska
ORGANIZATION FOR NORTHERN DEVELOPMENT
$10,000 to support the development of a regional arts and cultural
district. The goal of the project is to transform a deteriorating
commercial street in a low-income neighborhood into an area used
by local and visiting artists. Project partners hope to develop up to 40
new low-to moderate-income artists' live/work studios and a related
public art facility. Partners include Anchorage Neighborhood Housing
Services, Out North, and Artspace Projects.
_Bainbridge Island, WA
BAINBRIDGE ISLAND ARTS AND HUMANITIES COUNCIL
$10,000 to support a needs assessment to identify current cultural
facilities, needs for additional space and how additional
facilities would be funded, used and maintained by the community.
Population growth and development over the past few years have not been
matched with increased construction of cultural facilities. Partnering
organizations are the City of Bainbridge Island, Bainbridge Island Parks
and Recreation District, Bainbridge Performing Arts, Bainbridge Arts and
Crafts, and Bainbridge Island Historical Society.
_Springfield, OR
SPRINGFIELD RENAISSANCE DEVELOPMENT CORPORATION
$5,000 to support the development of Springfield Artists Retreat
that will provide artists with living and working space in the downtown
Springfield Cultural District. The retreat will provide a
supportive environment for artists to create, experiment, and produce new
works. The retreat will extend into rural, economically distressed
communities and other underserved populations through workshops, classes,
and special events by visiting artists. Partnering organizations include
Oregon Solutions, Lane Arts Council, Springfield Arts Commission,
Springfield Library, and the Convention and Visitors Association of Lane
County.
_San Francisco, CA
OBERLIN DANCE COLLECTIVE
$10,000 to support the planning, design and promotion for the
renovation of Oberlin Dance Collective's facility. As a result of the
renovations, the Collective will significantly increase its capacity to
promote the creation and performance of new work, facilitate creative and
technical training for children and adults, and foster artistic
networking and audience and community building. Partnering organizations
include Architecture + Light and Summerfest/Dance.
_Merced, CA
MERCED REGIONAL ARTS COUNCIL
$10,000 to support the ArtNET Project, a monthly cooperative
planning workshop to produce a five-year strategic plan for county arts
and culture, and to create a county-wide Internet site of arts and
cultural events and projects. Partnering organizations include Merced
Center for the Performing Arts, Merced Symphony Orchestra Association,
Filipino American National Historical Society, and the Los Bano Arts
Council.
_Hilo, HI
HAWAII LYMAN HOUSE MEMORIAL MUSEUM
$10,000 to support Traditions, a series of concerts and workshops
featuring Native Hawaiian, Japanese, and Okinawan traditional arts
presented in downtown Hilo. The goal of the project is to develop
Hilo's historic cultural district for both local residents and tourists
and to facilitate greater cooperation between local arts and education
institutions. Partnering organizations include the National
Organization for Traditional Artists Exchange, Palace Theater, Hawaii
Public Radio, Taiko of the Pacific, and Okinawan Association of Hawaii
